Regain Facebook Business Page Admin Access
Locked out of your Facebook Business Page? Find which access layer failed, use Meta's correct recovery route, and fix ownership so it cannot recur.

A Facebook Page is not one object with one administrator. Access can depend on an authentic personal profile, direct Facebook access to the Page, control of the Business Portfolio that contains it, and assignment to the relevant business assets. You can retain two layers and still be unable to manage the Page, ad account or connected Instagram account.
Diagnose the broken layer before opening a support case. A password-recovery form will not solve an ownership dispute, and a Page-access request will not recover a compromised personal profile. Meta changes labels and menu positions, so use the linked official Help Center pages and follow the wording shown in your account.
No agency, consultant or “Meta insider” can guarantee recovery or accelerate a review. Do not share passwords, one-time codes or identity documents outside an official Meta surface. A legitimate support team can identify assets, preserve evidence and help use the available routes; Meta controls the decision.
Four layers of access, and why you can hold two and still be locked out
1. Personal profile
People use their individual Facebook profiles to receive and exercise access. This is the identity layer. If the profile cannot sign in, has been compromised or is restricted, solve that condition first. Use the separate guide to recover a hacked Facebook account; do not repeat profile-recovery attempts through Page forms.
2. Direct Page access
Meta’s current terms are Facebook access and task access. Facebook access can allow someone to switch into the Page; task access supports assigned work through tools such as Meta Business Suite or Ads Manager without switching into the Page. Only a person with Facebook access with full control can manage other people’s Page access. Meta’s official Page-access guide explains the distinction and warns that another person with full control can remove you or delete the Page.
3. Business Portfolio control
A Business Portfolio is the business-level container used to manage people, partners and assets. A person may be able to publish on a Page but lack full control of the portfolio that owns or controls business access. Conversely, a portfolio administrator may still need assignment to a particular asset.
4. Asset assignment
The Page is only one asset. Advertising, audience and commerce work can also rely on an ad account, dataset or pixel, catalog, Instagram account and WhatsApp asset. Access to the Page does not prove access to every linked asset. Record and test them separately.

Diagnose before you file anything
- Can the affected person log in to their personal profile? If no, use facebook.com/hacked or the official account-recovery route from a familiar device. If yes, continue.
- Can they switch into the Page? On Facebook, open the profile selector and look for the Page. If it appears, switch into it and check Settings & privacy, Settings, Page setup, then Page access. Meta’s current instructions for viewing Page access use this route on desktop.
- Does the Page appear in the expected Business Portfolio? Open Meta Business Suite, select the correct portfolio and inspect Settings. If the Page is absent, note whether it appears under another business account or only through direct access.
- Does any trusted current person have Facebook access with full control? If yes, that person is usually the fastest recovery route for an accidental removal.
- Was the Page added to an agency’s or former supplier’s portfolio? If yes, treat this as business ownership or partner-access remediation, not a password problem.
- Is there an explicit restriction notice? Read Account Status, Business Support Home, Support Inbox or the notification shown. A policy or integrity restriction requires the review option Meta makes available for that decision.
Capture the Page URL and ID, portfolio name and ID, screenshots of current access, notices, case references and the date and time of changes. Do not crop away the browser address or the asset name. Preserve evidence before people begin changing settings.
The five common causes
The last full-control person left the company
The Page still exists, but nobody remaining can grant access. The root cause is an offboarding design in which employment ended before business ownership and access were checked. Contact the former employee through an authorized company route if appropriate, and ask them to add a current named person with full control or transfer the business relationship. Do not request or use their password.
If the profile was deactivated or cooperation is unavailable, gather evidence of the business-Page relationship and use the official support route available to the business. Meta may require identity or business evidence, and recovery is not guaranteed.
An agency or contractor added the Page to its portfolio
Being able to post is not proof that your company portfolio owns or controls the Page. Ask the agency to identify the portfolio holding the Page and to use Meta’s release or transfer process. Meta publishes an official Page ownership release procedure. Follow the prerequisites and timing shown in the signed-in account; the available action can depend on your current Page access and business-account relationship.
If the agency remains active, a release may not be necessary: the correct long-term structure is usually client ownership plus partner access. Put the required change, assets and completion evidence in writing.
A person’s access was changed or removed by mistake
This is the simplest case when another trusted person still has Facebook access with full control. That person switches into the Page, opens Page access and adds or edits the affected person. Meta’s current access-management instructions confirm that full control is required to give, edit or remove Facebook or task access.
Use the least privilege that supports the work. A publisher may need content and message tasks, not authority to add people or delete the Page. Record who approved the change and verify the invitation was accepted by the intended profile.
The administrator’s personal account was compromised
Secure the profile and linked email before restoring business permissions. Meta’s official compromised-account route is facebook.com/hacked, preferably from a device previously used for Facebook. If Page access changed during the takeover, Meta also maintains a hacked Page recovery route.
Review other Page and portfolio administrators, active sessions, contact details, connected apps, billing, partners and recent campaigns. A restored password does not prove the attacker’s business-asset access has been removed.
Meta restricted the Page, profile or business
A restriction normally produces a notice, status entry or disabled function. It is different from simply disappearing from the access list. Open the affected item in Account Status or Business Support Home, read the cited policy and use Request review only if Meta presents it. The location and eligibility vary by product and case.
Do not create replacement profiles or portfolios to evade a restriction. Preserve the notice and case ID, correct any security or verification request, and make one accurate submission. Repeated contradictory submissions can make the record harder to follow.
The recovery routes, in the order worth trying
Route 1: use a remaining person with full control
Ask the person to confirm the Page URL, switch into the Page, open Page access and review both Facebook access and task access. They should add the correct named profile, grant only the required permissions and verify acceptance. If portfolio-level work is also required, check the person and asset assignment in Meta Business Suite Settings.
Do not ask the administrator to share their login. Meta explicitly says old gray accounts cannot receive Page access; use authentic personal profiles for named people. The durable business layer is the company-controlled Business Portfolio, not a fake “Marketing Department” Facebook profile.
Route 2: request or restore business access
In Meta Business Suite, select the company’s correct Business Portfolio. In Settings, inspect Pages or business assets and use the available add or request-access action. The existing controller must approve a request; submitting it does not override ownership. When another business account holds the Page, use Meta’s official release process or ask its full-control administrator to assign it correctly.
Before clicking, confirm whether the goal is direct Page access for a person, asset access for your portfolio, partner access for another portfolio or release from a business account. Those are different changes.
Route 3: use the support or review surface shown for the asset
Open Meta Business Support Home while signed into the affected, authorized profile and portfolio. Select the actual restricted or compromised asset and follow the contact or review option presented. Availability varies by account and issue; there is no universal form or support channel visible to everyone.
State the requested outcome precisely. “We need help with Facebook” is weak. “Our legal business controls Page [URL/ID], former provider portfolio [ID] still holds it, our current authorized person [profile] has direct full control, and we request release to company portfolio [ID]” gives the reviewer a testable relationship.
Route 4: complete requested identity or business verification
Submit only what the signed-in Meta flow requests. Requirements vary by region, product and account. Prepare an official business registration record, legal name and address, authorized representative information, business email or phone, Page URL and ID, domain control evidence where requested, contracts or invoices showing the relationship, and prior Meta billing references where relevant.
Names and addresses should match the submitted official records. A screenshot of the Page or a logo proves public association, not necessarily legal control. Do not upload documents to a link received in a comment or direct message.

How long it takes, and what to do while you wait
Meta does not publish one guaranteed response time for every Page-access, ownership, restriction or business-verification case. Do not promise a number. Review duration can depend on the route, evidence, region, product and whether another controller must act. Monitor the Support Inbox, Business Support Home and the secured email associated with the authorized profile.
Meanwhile:
- pause unauthorized or ineffective spend if you retain legitimate ad-account authority;
- secure payment methods through the bank or issuer when fraud is suspected;
- redirect active campaigns to a website, email, telephone or support channel the business controls;
- publish a short factual service notice on controlled channels if customers are affected;
- preserve campaign, billing, access and case evidence; and
- avoid deleting assets or creating a duplicate Page in panic.
A new Page loses the established follower relationship, Recommendations or reviews, post history and connected operating context. It may not inherit the original ad account, dataset, catalog, Instagram connection or campaign learning. A duplicate can also confuse customers and complicate later remediation. Use it only as a deliberate, policy-compliant fallback after documenting the recovery position.
The governance fix that stops the next lockout
Keep two named people with appropriate control
Maintain at least two current, trusted people who can administer critical business assets, each through their own authentic, secured personal profile. Give full control only where the person must manage access. Do not use a shared password or fabricate a role-based Facebook identity. Require multi-factor authentication and maintain company-controlled recovery and offboarding procedures.
Let the business portfolio hold the business relationship
The company’s portfolio should contain or control the Page and related assets where Meta permits. Agencies receive partner access; staff receive named access. Record the legal business owner, portfolio ID and two current full-control people.
Maintain an asset register
At minimum, list:
- Facebook Page name, URL, Page ID and access holders;
- Business Portfolio name, ID and full-control people;
- ad account name, ID, payer and payment owner;
- dataset or pixel name, ID, domains and connected ad accounts;
- catalog name, ID, feed owner and commerce connection;
- Instagram account and its Page and portfolio relationships;
- WhatsApp business asset, number ownership and provider relationship;
- partners, applications, system users and active integrations; and
- renewal, review and last-tested dates.
Make access removal a last-day control
The offboarding checklist should transfer ongoing work, preserve business records, remove Page and portfolio permissions, revoke partner or application access where appropriate, rotate any shared business secret, reclaim devices and test that another authorized person can complete critical tasks. HR confirmation is not enough; the asset owner must verify completion.
Review quarterly and after every relationship change
Compare the register with current access in Meta. Remove dormant people and partners, confirm at least two authorized administrators, review payment and integration ownership, and test the escalation route. Preserve a dated export or signed checklist.
Working with an agency without giving away ownership
The safer pattern is portfolio to portfolio:
- the client creates and controls its Business Portfolio;
- the client creates or brings its Page, ad account and other business assets into that structure where applicable;
- the agency supplies its Business ID;
- the client grants the agency’s portfolio partner access only to named assets and tasks;
- the agency assigns its own people internally; and
- the client removes partner access when the engagement ends.
Avoid allowing an agency to create the client’s Page, ad account, dataset or catalog inside the agency’s own portfolio merely for convenience. Moving or releasing assets later can be constrained by product rules, account status and existing relationships. Record ownership in the services agreement and verify the actual platform state.
Partner access does not mean unlimited authority. Grant content, messages, ads, insights or other tasks according to scope. Keep payment ownership, full-control administration and the master asset register with the client unless there is a documented reason otherwise.

When to hand platform administration to a support team
Ongoing administration is justified when several people, brands, agencies or assets change regularly; advertising depends on linked data and commerce assets; offboarding is frequent; or no internal owner can maintain the register. The work includes access requests, permission hygiene, quarterly reviews, joiner and leaver controls, incident evidence, escalation records and controlled agency handovers.
Marketing administration support can maintain that operating layer. Platform troubleshooting services is appropriate when the problem is a product fault, integration or restriction investigation rather than routine permissions. Neither service can guarantee Meta will reverse a decision.
Recover access, then correct the ownership design
Getting back into the Page solves the immediate outage. It does not solve the structure that allowed one profile, former employee or agency portfolio to become the only route to the asset. Finish the job by recording ownership, separating people from partners, assigning least privilege, maintaining two recovery-capable administrators and reviewing the full asset stack.
